Nuclear Energy Institute (NEI) 03-08 is
the industry’s guideline for the management
of materials issues. With nuclear safety as
the priority, the elements of the program
incorporate a balance of prevention,
inspection, evaluation, repair, and leakage
monitoring measures. Because of the
importance of NEI 03-08 requirements to the
industry and their regulatory implications,
the Electric Power Research Institute (EPRI)
developed the Materials Reliability Program
(MRP) Administrative Procedures to provide
structure to the programmatic elements of
MRP, and their implementation through a
utility advisory structure.

Corrosion in the steam generating
systems of nuclear power plants
has resulted in costly repairs, power
reductions,
and
steam
generator
replacements. Control of the secondary
waterchemistryisessentialforminimizing
this corrosion. Hydrazine is used in
secondary water chemistry for combatting
the detrimental effects of oxygen which
is known to accelerate stress corrosion
cracking (SCC) of nickel alloys and
stainless steel. Despite the effectiveness
of hydrazine, this work was undertaken
to investigate potential alternatives to
hydrazine due to its known toxicity.
This report contains a literature review
which identified diethylhydroxylamine
(DEHA) as a promising alternative. A
plan was developed for the application of
DEHA in an operating nuclear plant. This
report documents the results of the plant
trial, and identifies work that should be
undertaken prior to long-term application
of a hydrazine alternative.
