Safety Impact
The main objective of the Watts Bar
Unit 2 stakeholder outreach initiative
was to ensure regulatory and public
confidence in TVA’s ability to complete
the unit in a safe and quality manner,
meet regulatory requirements and protect
the health and safety of the public and
employees. Without that confidence and
demonstration of regulatory compliance,
obtaining the operating license would
have been impossible.
The outreach team’s goal was to build
regulatory and stakeholder confidence for
the licensing of Watts Bar Nuclear Plant
Unit 2. With completion work in progress,
the communications team capitalized on
the ability to give key stakeholders the
unique and rare opportunity to go inside
a nuclear reactor. By facilitating access
inside containment and other plant areas,
the team provided key stakeholders –
including elected officials and media –
first-hand insight into how a nuclear plant
safely operates. Very importantly, this
enabled TVA to show key stakeholders
the pride in workmanship of the craft
employees in making Watts Bar Unit 2
safe and reliable.
High-definition videos augmented
the on-site visits, amplifying the team’s
safety message.
TVA’s strategy was to build
visibility and support by conducting
comprehensive, coordinated outreach
across the identified stakeholder groups.
The outreach would:

Highlight activities and milestones
that assured the public of the
unit’s safety and quality, and the
readiness of the Watts Bar nuclear
professionals to operate both Unit 1
and Unit 2 safely.

Demonstrate transparency and com-
mitment to the Watts Bar community
through direct interaction with local
public officials, community leaders
and neighbors.

Build confidence in Watts Bar Unit 2
by telling theWatts Bar story through
anecdotes and visuals that reflect
the unit’s safety and quality and by
featuring employees with technical
expertise.

Convey the importance of Watts Bar
Unit 2 to the region’s power supply
as a safe, reliable, clean generator of
electricity.

Engage stakeholders through tours
and briefings at the site, briefings
and presentations by staff off-
site, engaging content in social
media and the TVA website, and
frequent updates on site progress
for employees, with content using
videos, including time-lapse videos
of work on the unit, to engage
stakeholders.

Repeat overarching key messages
for the effort focused on the business
need for Watts Bar Unit 2 and TVA’s
commitment to nuclear safety in
delivering the first new nuclear
generation of the 21st century:
