due to plutonium production during
operation. This technology has formed
the basis of a closed nuclear fuel cycle.
Today the advanced nuclear world
community is engaged in justification
of the nuclear fuel cycle closure, but
Rosatom has already practical solutions
that can drastically change the future
nuclear power right on the basis of the
fast technology.
Rosatom has accumulated extensive
experience in the field of innovative
research reactors. Due to the experience
and innovative thinking, Rosatom won
the tender for the pre-project phase of a
pilot multi-functional high-temperature
gas-cooled reactor in Indonesia.

Please describe the application of
simulation and robotics in nuclear power
industry applications.
Multi-D technology used by
Rosatom’s engineering division in
construction of complex engineering
objects makes possible a detailed
3D-based simulation of construction
and installation, ensures optimization of
numerous aspects in NPP construction
as early as at the pre-production stage,
provides for different scenarios of
resource uses. Multi-D model consists of
an object 3D-model, work schedule and
other parameters corresponding to the
activity progress charts.
Multi-D model proved itself on real
projects in Russia, while the replication
of the advanced technology is planned
for overseas projects. In particular, due to
Multi-D technology, Unit 3 construction
at the Rostov NPP in Russia was
completed ahead of schedule and with
cost savings.

In the Build Own and operate model,
how is the plant regulated? What is the
division of responsibility between the
buyer’s regulator and the Russian nuclear
power industry regulators?
The first world BOO-project is
being implemented for the Akkuyu
NPP in Turkey. This means that the
Turkish JSC AKKUYU NUCLEAR with
Russian capital will build, operate and
decommission the first nuclear power
plant in Turkey.
Nuclear regulatory authority in
Turkey is the Turkish Atomic Energy
Agency (TAEK), which is governed by
the Turkish legislation in the first place
while taking into account the Russian
and international safety standards
in implementing the Akkuyu NPP
construction project.
TAEK
acknowledged
Russian
Novovoronezh NPP-2 with VVER-1200
reactors a reference plant for the Akkuyu
NPP. The said Novovoronezh NPP-2
has all required permits and licenses
of the Russian regulator. A large-scale
cooperation project is implemented in
accordance with the Turkish legislation,
and rules of the International Atomic
Energy Agency and Russian Federation.
As for the Hanhikivi 1 NPP
construction project in Finland where
Rosatom acts as a minority shareholder,
the interaction of regulatory authorities
in Russia and Finland - Rostekhnadzor
and the Office of Nuclear and Radiation
Safety Authority of Finland (STUK) -
is carried out under the Agreement on
Cooperation in peaceful use of nuclear
energy, signed on February 25, 2014.
Any NPP that is built and operated
in Finland, is subject to the requirements
of the Finnish regulator STUK, and the
plant construction contract signed in
December 2013 between Fennovoima,
the plant owner, and Rusatom Overseas,
the General Contractor, complies with
these requirements.
STUK is rightfully considered as
one of the world most rigorous and
reputable nuclear regulators. At the
same time, the professionalism and
experience of Rosatom’s companies
ensure full compliance with the stringent
requirements, while maintaining the plant
cost attractive to the customer.
5.
What is the design, licensing and
building status of Turkish nuclear power
plant?
The Akkuyu NPP construction
project is at the preparatory stage and
kept within the schedule. In December
2014, the Ministry of Environment and
Urban Planning of the Republic of Turkey
approved the environmental impact report
related to the Turkey’s first nuclear power
plant construction project. In April 2015,
the memorial capsule (addressed to future
generations) was laid at the construction
site of marine hydraulic structures of
the Akkuyu NPP. Their designing will
