the large investment required to move
a safety system into the digital domain.
This issue is confined to existing plants
because new plants fall under a different
body of regulations that do not include
ISG-6. New plants are being built from
the ground up with all digital technology.
The industry and NRC recognize
that the digital regulatory framework for
existing plants needs to be made more
efficient and predictable. The Nuclear
Energy Institute (NEI) has assembled
a team of industry experts to work with
the NRC to help resolve these long
standing issues. This is referred to as the
NEI Digital Working Group. The NRC
has also developed an Integrated Digital
Action Plan (IDAP) that defines and
prioritizes the major issues that need to
be addressed. The most urgent issue is
providing the correct level of assurance
that digital safety systems are not
susceptible to software common cause
failure (SCCF).
Digitaltechnologyinsafetysystemsis
pervasive outside of the US. International
operators have been modernizing safety
systems for a long time and the operating
experience is very compelling. Once
these regulatory issues are resolved and
the path forward becomes predictable,
it is likely that domestic licensees will
begin migrating safety systems to digital
technology. There are significant benefits
to doing this that both the NRC and
industry recognize.
