teams were not taken away from their
normal job duties for a prolonged period
of time. TVA assigned assessment team
leadership to its Nuclear Cyber Security
staff who also provided the cyber security
subject matter experts for the teams.
This approach ensured that the tool was
applied appropriately by each assessment
team and that evaluation of cyber controls
was consistently applied. The key to the
efficiency gains is in the logic built into
the tool that allows the assessment team to
evaluate these assets in functional groups
provided certain criteria are satisfied.
The tool also contains needed
references or links to reference material
making it easy for the assessment team to
access information during the assessment
process.
Since many of the remediation
actions are applicable across Critical
Data Assets types, the tool automatically
populates recommended remediation
actions which the assessment team
validates or revises as needed.
Transferability
The TVA-developed assessment tool
is used across the TVA nuclear fleet and
has been shared with TVA’s generating
organization responsible for TVA’s
coal, gas, and hydroelectric generating
facilities. Although the assessment tool
integrates the cyber security requirements
from two federal agencies, the tool can
easily be modified to address only NRC
requirements. The NRC cyber security
controls that must be addressed are
identical across the nuclear industry.
Therefore, the assessment tool can be
easily customized for use by any nuclear
utility.
