Yoshihiko Kawai, President of
JNFL, and Luc Oursel signed a
joint statement of cooperation to
prepare for the commercial startup
of the used fuel recycling plant at
Rokkasho-Mura (Japan).
AREVA and JNFL plan to expand
their collaboration for the used fuel
processing facilities on the Rokkasho-
Mura site.
AREVA will also contribute its
technical expertise to the ongoing
construction of a Japanese MOX fuel
fabrication facility, whose technology is
based on AREVA’s MELOX facility in
France.
Toshikazu Yaguchi, President of
ATOX, and Luc Oursel signed
a cooperation agreement for
dismantling and cleanup operations.
This will enable the two companies to
strengthen their partnership initiated
more than two years ago.
In the context of a future joint venture,
this cooperation persues the common
development of innovative solutions
primarily destined for the rehabilitation
of the Fukushima site and region.

Vendor Design Review
Candu Energy’s
Enhanced CANDU 6
®
(EC6
®
) reactor has successfullycompleted
its third and final pre-licensing vendor
design review by the Canadian Nuclear
Safety Commission (CNSC). According
to the Executive Summary released
today, the CNSC Pre-Licensing Vendor
Design Review confirmed that there are
no fundamental barriers to licensing the
EC6
®
design in Canada.
The objective of a pre-licensing
vendor design review is to verify, at a
high level, the acceptability of a nuclear
power plant design with respect to
Canadian regulatory requirements and
expectations. In Phase 3, the focus was
on a more detailed review of selected
areas of study, including the application
of state-of-the-art design and safety
analysis methodologies, research and
development related to new design and
analysis, and lessons learned from events
at Fukushima. Through its review, the
CNSC has concluded that Candu Energy
hastakenintoaccountCanadianregulatory
requirements and expectations. CANDU
®
,
currently, is the only nuclear technology
to have successfully completed all phases
of pre-licensing review by the CNSC.
Candu Energy is currently pursuing
international new build opportunities
in Argentina, Romania, China and the
United Kingdom.
The construction of twin EC6
reactors would fuel tremendous economic
benefits, delivering more than 20,000
jobs and injecting billions of dollars into
the local economy.
The CNSC had previously completed
the EC6 Phase 2 Pre-Project Design
Review in April 2012.

Empyrean Services
has announced
the appointment of David J. Kaskie, ANS
member since 1987, as Vice President.
In this position, Kaskie will be respon-
sible for business development as well
as growth opportunities for Empyrean
Services. He will oversee the operation
of the newly opened Empyrean Services
office in Naperville, IL. Kaskie was most
recently Manager of Business Develop-
ment for SNC Lavalin America. He will
be succeeding David Brewster who an-
nounced his retirement in June, 2013.

Funding Opportunity
Announcement
Holtec
confirmed
that
their
wholly owned subsidiary, SMR, LLC
submitted an application for the Funding
Opportunity Announcement (FOA) to the
DOE on July 1, 2013. SMR, LLC has a
strategic alliance with PSEG Power and
has a MOU with URS on the SMR-160
Development Project. CB&I and South
Carolina Electric &Gas (SCE&G) remain
committed to the SMR-160 Team.
Under a new MOU, CB&I (which
acquired Shaw in February 2013)
will continue to support Holtec in the
development of the SMR-160. CB&I is
currently building new nuclear units in the
U.S., with two Westinghouse AP1000
®
units under construction at Vogtle & V.C.
Summer.
Additionally, CB&I is providing the
engineering, procurement and project
management services for four new
AP1000 nuclear units at two sites in
China.
SCE&G, also a steadfast SMR-160
supporter since our 2012 bidding effort,
is a utility currently building new nuclear
units in the U.S. In contrast to 2012 when
SCE&G backed both Holtec and another
reactor developer, SCE&G is exclusively
teamed with Holtec in this round of
FOA.

Protection Systems
Lockheed Martin
and State Nuclear
Power Automation System Engineering
Company (SNPAS) have signed an
agreement to prototype, manufacture
and qualify nuclear power plant reactor
protection systems for China’s Generation
III reactors. SNPAS is a subsidiary of
China’s State Nuclear Power Technology
Corporation (SNPTC).
Lockheed Martin and SNPAS will
develop a nuclear safety instrumentation
and control platform, based on field
programmable gate array (FPGA)
technology, for a new generation of
Reactor Protection Systems in China.
The FPGA-based platform will
specifically address safety and regulatory
concerns related to software common-
cause failures in digital nuclear safety
systems.Thesesystemswillautonomously
and reliably monitor and detect potential
failures in the system, ensuring the safe
operation and function of the facility.
The platform may be applied both in new
plant deployment and in safety system
upgrades for existing power plants.
